Phinazee is well versed in the execution of commercial and government contract administration which includes such facets as: responding to RFP’s, cost estimating, bidding, equipment/material procurement, delivery tracking, scheduling, submitting and processing Owner, Engineer and Subcontractor/Vendor payments and the submission of all deliverables. Most importantly, these functions are utilized in assessing and addressing risk management throughout construction while remaining within the project time frame for completion and budgeted costs as both a General Contractor and Consultant. Phinazee has experience working with such entities as NAVFAC, USDA, Tampa Bay Water, Hillsborough County, City of Tampa and Veolia Water North America.
As a Consultant, Phinazee serves to train companies to manage and maneuver intricate construction contracts for commercial, industrial and federal agencies and develop and/or navigate construction operations. (i.e. develop cost estimates, proposals, accounting, bonding, legal services, subcontractor change orders, safety, quality, budgets, direct costs, schedules, daily reports, permits, time sheets, payroll, account receivable, account payable, issue guarantees, warranties, and close-out documents).

SAN JOSE – SAN CARLOS PUMP STATION LANDSCAPE & HARDSCAPE IMPROVEMENTS Scope of work included demolition, clearing and grubbing and excavation of existing abandoned site.
